Quorum is (10) Voting Members at Regular Meeting

 

NEXT MEETING

 

The September 2nd, 2009, 721th SNCA meeting at 10:00 a.m. will be hosted by Motiva and held at “BIG RICH’S” on Highway 90 in Beaumont.

 

 

The 720th Sabine Neches Chiefs Association meeting was hereby called to order at 10:05 a.m. on Wednesday August 5th, 2009 at The Schooner Restaurant in Nederland and hosted by Nederland Fire and Rescue.

 

Bobby Lane gave the invocation.

 

John Owens led the Pledge of Allegiance.

 

Self-introductions were made and both Nederland Mayor Nugent and Fire Chief Collins welcomed the membership and expressed their sincere appreciation for and long ties with the organization.

 

The following SNCA Officers were excused: Vernon Pierce and Dale Jackson.

 

PROGRAM

 

Bruce Bell and Jackie Smith with Oil Mop gave a presentation on their capabilities for Oil and Hazmat response, training, tank cleaning and material sales.

READING OF THE MINUTES

 

President Stephen Curran, asked for “Approval” of the previous month’s minutes as e-mailed for the July 1st, 2009 meeting.  A motion was made by David Frenzel and seconded by Dennis Gifford to approve the minutes.  Motion passed.

 

CORRESPONDANCE:

 

President Curran reviewed the minutes from the Board of Director’s Meeting (see attached).

 

Two requests for memberships were approved for membership by the Board at the meeting:

 

Ø  SimplexGrinnell (sponsored by Lumberton Fire/EMS) was approved for membership as a Vendor/Sales Company non-voting member with dues of $500.00 per year.

o   Motion was made by Dennis Gifford and seconded by Cindy Powers.  Motion carried.

 

Ø  Cottonwood Energy (sponsored by Invista) was approved for membership as a Provisional non-voting member with dues of $300.00 per year.

o   Motion made by Doug Jones and seconded by David Frenzel.  Motion carried.

 

TREASURERS REPORT:

 

The timeliness of minutes was discussed.  In the future the minutes should be out within 2 weeks of the monthly meeting.

The President called for a motion to approve the minutes.  Tom Caldwell made the motion to approve the Financials. Greg Fountain seconded the motion. The motion carried.

 

OLD BUSINESS:

 

None

 

NEW BUSINESS: 

 

1.    The need for a replacement for the Program Committee Chairman was discussed.  President Curran asked for volunteers and Roger Erickson with the National Weather Service stepped forward and was appointed Program Committee Chairman by President Curran.  President Curran expressed his appreciation on the way Roger stepped up to the plate to assist.

2.    Stephanie Garsea and Assistant Chief with Invista will take over the Golf Tournament Committee.

 

3.    The need to update the host list for the coming two years was discussed.  Members will be contacted in the near future for host dates.  Terry Basham, Secretary Treasurer, will be coordinating this effort.

 

4.    The need to clean up the e-mail distribution list to include only current members was discussed.  This should be complete by the October monthly meeting.  Section 5 of the SNCA Constitution which address dues structure was referenced (see below):

 

Section 5. - Dues Structure:

 

a.         All dues for membership of the SNCA are yearly.  The Secretary/Treasurer in August of the current calendar year shall invoice all members for the coming fiscal year.  All dues will be due no later than December 31st of the calendar year invoiced. A dues payment extension may be provided across the membership or individually at the discretion of the Board, except no extension may exceed eleven (11) months.

 

b.         Any dues paying member who fails to pay dues on or before December 31st shall become a member in remiss. Failure to pay dues and a processing fee as outlined in the by-laws by June 30th will result in the loss of rights as a member of the SNCA.  Once a membership has lapsed due to lack of payment of dues, any member requesting re-admittance to the Association will comply with Article II Section 3 of the Constitution of the SNCA and be required to pay dues and late fees owed at the time of suspension.

NIMS/ICS 300 and 400 classes will be presented September 8, 9 and 10 2009.

o   300 Course - Tuesday and Wednesday (8/9) from 0800 - 1700 (8am - 5PM)

o   400 Course Thursday 0800 - 1700 (8am - 5PM)

o   All students must have completed ICS courses 100, 200 and 700.

August 27-28th: Fire Show at the Dallas Convention Center

 

Any IFC member gets a free pass to attend the show and booths without attending classes.

The Policy Academy has mandatory classes at LIT.

Gary Duncan (Director of the Police Academy L.I.T) reported that there will be a “Salute to Real American Heroes” at Wesley United Methodist Church in Beaumont.  The event will be held on Thursday, September 10, 2009 at 6pm. The church is located at the intersection of Major Drive and Folsom and is free to Police, Fire and Military Personnel. 

The 36th Annual East Texas – Beaumont Area Fire Training School is scheduled for September 12-13 (see attachment)

 

Beaumont Police Officers Association 1ST Annual 5K “RUN TO REMEMBER” Saturday, September 19, 2009 (see attachment)

 

The 2009 Fire Prevention & Family Safety Festival is scheduled for October 10th; 8:00 a.m. – 4:00 p.m. at the Grounds of the Fire Museum 400 Walnut Downtown Beaumont (see attachment)

 

The 2009 AHIMT (All Hazards Incident Management Team) Training and Education Conference is coming up November 4-6 in Houston at the Hobby Hilton. This is a national conference and will be rotating to other locations out of state in future years. Therefore this may be the only opportunity some of us have to attend this conference close to home and in our home state for some time.

Mr. Stegall introduced the new Executive Officer Commander Zack Pickett and discussed the recent national level security exercise that went well.

Homeland Security Committee:  Steve Curran – No Report

Working on program to ad equipment to response equipment available.

 

Overhead Team Committee: Jeff Kelley

 

Need to check expiration dated on certification and we need more participation in our area.  All MOUs need to be turned into Jeff Kelley so they can be turned into the State Government.

 

Strategic Planning Committee: Cindy Powers – No Report

 

SNCA Golf Tournament Committee: Stephanie Garsea –

 

Stephanie agreed to assume the chairperson position and we appreciate her dedication to the association.

 

Public Relations Committee: Stephanie Garsea—
 

As a result of an item requested from one of our Strategic Planning Meetings, Stephanie has started working on an organization brochure.  Jeff Bolton has agreed to help with this project.  They should have a sample to the board soon.

 
ADHOC COMMITTEE REPORT
 
The 60th Anniversary Committee – Dennis Gifford

 

At the July meeting we had discussed a number of things concerning our 60-year anniversary effective February 9, 2009.    We have conducted over 700 monthly meetings to get where we are.  It was agreed upon that this and many other association achievements deserved some group recognition or commemoration of sorts.

 

Among those topics is the use of the older 50th anniversary logo on SNCA correspondence, publications, letterhead and the www.snchief.com website.  There was further discussion from the group to setup an Anniversary Committee with the charge of investigating the creation of a new anniversary logo / patch as was done before and adhesive emblems for the association to identify mutual aid apparatus again.

 

A couple of sources for graphic services were offered and Dennis has reached out to a couple of graphic designers as well.  Any information regarding other sources is more than welcomed as we move forward.

 

Dennis Gifford the Membership Committee Chairman was appointed to this Committee and since this topic would include some changes in all our advertising and publications, Stephanie Garsea our Awards & Public Relations Chairperson was also appointed as well. 

 

An invitation is extended to any other interested Committee volunteers as they are more than welcome to participate.

 

There was also some discussion about having an event to formally commemorate our historic achievements and milestones.  Doing something for our 2009 Bosses Night event is the latest idea that has been introduced.

Recent emergencies were discussed in the following categories:  Industry, Municipal Fire, Law Enforcement, EMS, Homeland Security and Health.
