The 712th Sabine Neches Chiefs Association meeting was hereby called to order at
Father Martin Nolson, Chaplain with the Sour Lake Volunteer Fire Department gave the invocation.
Steve Curran led the Pledge of Allegiance.
Self-introductions were made and Host, Glen Withers with Hardin Co. ESD #5 welcomed the membership.

· President Bolton read a “Letter of Thanks” received from Lamar Institute of Technology (L.I.T.) to Steve Curran for attending the “Community Stakeholders Master Planning Forum that was held on Wednesday, November 5th. “Your valuable input will help
· President Bolton read a Membership Application Letter and Sponsorship Letter from Invista Orange Sabine. As per protocol, The Application Letter and Sponsorship Letter will be read at the next scheduled Board of Directors Meeting for membership approval. * The required Inventory information has been forwarded to Vernon Pierce.

President Bolton discussed the election that was to be held today to fill the Board of Directors Positions that are open. The following Board Positions are up for election:

Written ballots were available for the election. As per Article 1, Section 7 of the Constitution, “Spaces for write-in candidates shall be provided on the election ballot”. The slate (list) of nominations were presented to the membership at the meeting, and the President provided the membership the opportunity to make nominations from the floor, or accept the slate as presented. No nominations were made from the floor. The Nominations Committee Chairman, Tommy Wells had previously insured the prospective candidate(s) meet the qualifications for elected office in the Association prior to a vote being taken.
Therefore, the election was held by written ballot. In the absence of Tommy Wells, Vice President, Steve Curran, along with Elgin Browning and Dale Jackson counted all of the written ballots and election results were as follows:

Nominations were received prior to the deadline of October 31st. The Board of Directors confirmed the nominations and awards for the following categories:
Outstanding Member: Presented to a member in recognition of exemplary performance relating to emergency management, emergency response, or emergency related duties or program administration.
Community Service: Presented to any person who has provided leadership, guidance, facilities, equipment, or support to an Emergency Response Program, a Community, or the Profession in the furtherance of emergency response activities.
Distinguished Service: Presented to the Outgoing President
Special Awards: The Awards Committee may recommend any Special Awards in recognition of contributions made in the advancement of Emergency Management, Emergency Response, or Public Safety.
The SNCA Awards will be presented at the annual Bosses Night Dinner on

Bob advised that the U.S. Coast Guard currently has an Operation underway whereas they are checking to see who does and does not have the required TWIC (Transportation Worker Identification Credential) card within the region.
Bob further advised there will be a combination FSO (Facility Security Officer) and Port Security Grant Outreach Meeting held on

A meeting of the Overhead Team Committee was held recently. At the meeting the consensus was that we need more Overhead Team members from our region. At the next SNCA meeting in January 2009, which will be a “Strategic Planning Meeting”, Bob Koenig, with the Texas Forest Service will give a presentation on the Overhead Team concept. Any qualified personnel that may be interested can sign-up to be a part of the regions Incident Management Team.
