Self-introductions were made and Host, Justin Chesson with the Hampshire Volunteer Fire Department, welcomed the membership.
The following SNCA Officers were excused: Larry Richard, Cindy Powers, Gary Collins, Brad Guilbeaux and Mark Brown.

The fiscal year 2007 in-kind contribution from GSL has now been expensed and is no longer an asset. Additionally, GSL has withdrawn its database support. Accordingly, the entire $12,000 of unamortized in-kind contribution is now expensed and is no longer considered an asset.
In addition, President, Jeff Bolton discussed the issue of Dues Payments. Dues notices were mailed out in August, 2007. There are still some members that have not paid. Jeff read from a prepared list (see below) those that have not paid their dues, so that those respective entities could hopefully rectify this situation.

Bryant advised that he has Programs scheduled through March of this year, however is looking for prospective Programs for the remainder of the year: April-December.

Bob advised the US Coast Guard will host a (3) day Field Exercise,
Bob also advised the membership of an Incident Command System (ICS) training opportunity that should be available in May, 2008. This training will be specific to “Command Staff” (ICS-320) personnel and is not for elected officials. The classes consists of a (3) day curriculum instructed by US Coast Guard officials and will probably be held at
Steve discussed the issue of consultants with “CHI Systems” who are working with the local US Coast Guard, Marine Safety Unit and tasked with developing the “Area Mitigation and Vulnerability Assessment Plan” for our Port Area. Consultants with “CHI Systems” will be contacting area industry and first responder jurisdictions to discuss vulnerability assessment issues. Steve stressed the importance of being receptive and cooperative when interacting with the CHI reps, as the information the reps. receive from the area first responders and private industry is VITAL to the actual “Plan” as written by CHI.
Steve also advised the membership that future Port Security Grant funding (FY’08) should be around 15-17 million for this Port Area. GOOD NEWS……
Steve also stressed the importance of local industry becoming more involved in future proposed Port Security funding for “Fire Boats”. Steve and Ross Gourlay, with Chevron-Phillips,
(3) Fire Boats would be purchased with Port Security Grant Funds (75%-25% cash match) for approximately 1 million dollars each. This would be a Joint Venture between Jurisdictions and Industry. Jurisdictions and Industry would share responsibilities.
The Boat size would be between 65’-100’. Municipalities and Area Industry would share responsibilities as follows:
· Municipalities would provide the Dock facility
· Municipalities would man and staff the fire boats
· Industry would provide fuel and maintenance costs
The SNCA Board discussed the possibility of bringing this concept in the form of a presentation to the Plant Managers Forum in hopes of garnering support from area industry. More work needs to be done on the “presentation”, but a February ‘08 timeline is being looked at to present it to the Plant Managers Forum.

January 16 and 17, Scott Kerwood, Wayne Roccaforte, and Larry Richard are attending the Texas Fire Chiefs Association training program on statewide mutual aid fire resources for the SOC (State Operations Center). Later in January, the SNCA Overhead team will meet to discuss the outcomes of this meeting and to finalize the program for the SNCA February meeting. At the February meeting, the program presentation will be a panel discussing the SNCA OHT (Overhead Team) and the direction it is going. The SNCA membership will help in the program by providing feedback to the OHT to assure they are going in the correct direction.

Bryant advised that he is working on sponsorships for the Tournament and a process for those interested in participating (applications).

SPECIAL ANNOUNCEMENTS:
Bob Stegall, Security Specialist with the
Greg Fountain, Jefferson County EMC, John Owens, city of Port Arthur EMC and Jay Hall, Regional Liaison Officer with the Governor’s Division of Emergency Management at Beaumont, DPS discussed the upcoming State Hurricane Conference, May 19-22, 2008 at the Galveston Convention Center. In previous Conferences the focus has been on Evacuation/Sheltering/Special Needs Population Issues. Greg and John emphasized that this Conference also includes issues that pertain to working with the Private Industry Sector. Should anyone have issues they wish to be discussed or a topic that should be emphasized in the upcoming Conference, please contact any of the local Emergency Management Coordinators.
Rick Carter with “Solar-X” Window Films Systems made a brief statement concerning “Glass Protection” that is available through “Solar-X”. “Pound for pound, mil for mil, there is no stronger, more tear-resistant security film in the world than 3M Safety and Security Window Film”, a product that “Solar-X” has available. This product is excellent window protection against man-made explosive incidents or natural disasters such as hurricanes. Anyone interested can contact:
