NEXT MEETING

 

The April 2nd, 2008 705th SNCA meeting at 10:00 a.m. will be hosted by Acadian Ambulance at Esther’s Restaurant on Highway 87.

 

 

The 704th Sabine Neches Chiefs Association meeting was hereby called to order at 10:00 a.m. on Wednesday March 5th, 2008 and was hosted by the Sunoco Logistics at Courville’s (Big Rich’s).

 

Ricky Land gave the invocation.

 

Steve Curran led the pledge of allegiance.

 

Self-introductions were made and Host, Ann Justice, Plant Superintendent, Sunoco Logistics, welcomed the membership.

 

The following SNCA Officers were excused: Vernon Pierce, Brad Guilbeaux and Mark Brown.

 

READING OF THE MINUTES

 

President Jeff Bolton asked for “Approval” of the 703nrd previous month’s minutes as e-mailed for the February 6th, 2008 meeting.   A motion was made by Cindy Powers and seconded by Terry Basham to approve the minutes.  Motion passed

CORRESPONDANCE –

 

 Jeff Bolton read a letter from Randel C. Tanner, President, International Rescue and Emergency Care Association, in reference to their Annual Conference in Beaumont, June 16-21st, 2008. This Association will be conducting classes and challenges in ALS, BLS, Technical Rescue and Vehicle Extrication. Mr. Tanner invites us to “come by during the Conference to see what we can offer members of your group”. If anyone needs more information, contact Mr. Tanner or Elgin Browning. A motion was made by Gary Collins and seconded by Dale Jackson to approve the report from the Treasurer.   Motion passed.

 

OLD BUSINESS

 

At the previous months (Feb. ’08) meeting, the membership discussed at length, the SNCA “Special Needs Evacuation Database” funding issue and ultimately a Motion was made by Charlie Kosh and Seconded by Larry McBride to have the SNCA pay the “Brickman Group” a $3,500 Setup and First Year fee for the management of the SNCA Special Needs Database. The membership voted and the Motion unanimously carried.  Currently, GSL Solutions handles the web-based software for the database. However, as of this month, March, 2008, this GSL database will no longer be available

 

At today’s meeting, Greg Fountain, Jefferson County EMC and Jefferson County LEPC Board Member, and Aleta Cappen, Vidor PD Sergeant and EMC and Orange County LEPC Board Member presented checks to the SNCA President, Jeff Bolton to fund the management of the SNCA Special Needs Database. Greg and Aleta advised the SNCA Membership that both LEPC Memberships voted to fund the “Setup and First Year” fee of $3,500 for the Management of the SNCA Database. The Jefferson County LEPC allocated $2,000 and the Orange County LEPC allocated $1,500 respectively. The SNCA Membership is extremely thankful to the LEPC’s of Jefferson and Orange Counties for their valuable support in this important endeavor. The SNCA Special Needs Database is an Emergency Management tool and is extremely vital and widely used by all municipal and county jurisdictions to track Special Needs Evacuee’s during evacuations. With the aforementioned setup and first year funding, “The Brickman Group” a web solution company that specializes in database driven web sites will maintain the current Special Needs Database. The “Brickman Group’s” proposal to manage all the current items contained in the existing GSL site is as follows:

·                     Setup and First Year:          $3,500

·                     Every Year thereafter:         $2,400

Payment alternatives for subsequent yearly fees will continue to be discussed by the Board of Directors with recommendations brought to the Membership.

 

 

 

NEW BUSINESS

 

Jeff Bolton advised the Membership that Brad Guilbeaux is unable to maintain his SNCA “2007-2008 Industry Director Position” due to his current responsibilities at Motiva Enterprises LLC. Therefore, this “Industry Director” position needs to be filled as soon as possible. Any interested Industry member should contact Jeff Bolton.

Drill and Exercise Committee: Bob Stegall

 

Bob advised the US Coast Guard will host a (2) day Field Exercise, July 16-17, 2008. All Industry and First Responder Entities are welcome to participate. “DHS” Exercise Credit will be awarded for those respective entities that participate. Bob also advised that he is looking for “evaluators” for this exercise. Anyone that is interested in serving in this capacity, please contact Bob at 723-6523. The Field Exercise will be held at Ford Park.

 

Bob also advised the membership the MSU Port Arthur will be hosting a Unified Command (ICS) training opportunity April 8, 9, 10, 2008 for Command Staff Personnel within the region. The training site is the Montagne Center at Lamar University, Beaumont.

 

 

 

AD HOC COMMITTEE REPORTS
 
Homeland Security Committee:  Steve Curran

 

Steve reiterated the “Bad News” regarding the 2008 Port Security Grant Funding Announcement by DHS/FEMA that the Sabine-Neches River Port was no longer considered  a Tier 1 (Group 1) Port this year. DHS/FEMA re-classified the Sabine-Neches River Port as a “Group 2” instead of a “Group 1” This drastically cut the Grant Funding to this region. In the meantime, we need to work together as a port to identify and prioritize all of the projects for the remaining $11.4 million (Round 7 Supplemental + Round 8 Funding) for this year. If any Industry or Jurisdiction has a Grant Project, please get with Bob Stegall.

 

Oil Spill Committee: Tommy Wells

 

Tommy advised the “One Gulf Committee” would be meeting on Wednesday, March 12th 2008 at 10am at Sanderson’s Restaurant in Nederland.  The meeting will be sponsored by Oil Mop. Tommy asked that all industry folks that deal with “Oil Field Response” please have someone from their company attend this important meeting.

Strategic Planning Committee: Cindy Powers

 

At the recent Board of Directors Meeting held on January 31st, the following recommendations regarding the current SNCA Strategic Plan were made:

 

1. Update the letter from the President- Jeff Bolton

2. Wait on the idea of a summer function for further investigation- Cindy Powers

3. Ask if Stephanie Garsea will still function as Public Relations Committee Chair

4. Cindy will break out recommended actions by Committee

5. Jeff will assign or use volunteers from the Board to review the lists with each Committee lead and   recommendations brought back to the Board.

6. Use agreed on lists to report from each committee at the general meetings

 

 

SNCA Golf Tournament Committee: Bobby Layne/ Bryant Champagne

 

Bryant Champagne discussed the Golf Tournament. The Tournament will be held at the “Patch” in Groves on April 28, 2008. Bryant advised we have (6) Teams signed up thus far. We need more teams, sponsors, hole sponsors, etc. Let’s make this Golf Tournament the most successful one ever!! Those that are interested in sponsoring a team or playing in the tournament, please refer to the Golf Tournament Flyer on the next page
