The June 11th, 2008 707th SNCA meeting at 10:00 a.m. will be hosted by Kay Electronics at Courville’s (Big Rich’s) on Highway 90.

The 706th Sabine Neches Chiefs Association meeting was hereby called to order at 10:00 a.m. on Wednesday May 7th, 2008 and was hosted by Chevron Pipeline at Courville’s (Big Rich’s).

 

Cindy Powers gave the invocation.

 

Stephen Curran led the pledge of allegiance.

 

Self-introductions were made and Host, Juan Calderon with Chevron Pipeline welcomed the membership.

 

The following SNCA Officers were excused: John Owens, Dale Jackson, Doug Jones, Larry McBride, and Mark Brown.

 

READING OF THE MINUTES

 

President Jeff Bolton asked for “Approval” of the 705th previous month’s minutes as e-mailed for the April 2nd, 2008 meeting.   A motion was made by Scott Kerwood and seconded by Terry Basham to approve the minutes.  Motion passed.

CORRESPONDANCE –

 

 President, Jeff Bolton read Membership Letter from Sartomer Company, Beaumont, Texas and Sponsorship letter from Hamshire VFD/EMS.

These letters were read at the previous 2nd Quarter Board of Directors Meeting, April 24th, 2008. (Required Emergency Mgt.Inventory Survey is also attached). After discussion, the membership agreed the Application for Membership should be tabled for additional clarification until the regularly scheduled June meeting.

OLD BUSINESS

NEW BUSINESS

.

President, Jeff Bolton advised the Board of Directors and specific Committee Chairs continue to work on several possible proposals to bring before the membership in the near future.

 

·                     The concept of a membership dues increase. There has not been a dues increase in many years. Operational costs have increased through the years.

·                     The concept of “work sessions” scheduled for some monthly meetings instead of the usual “program”. These “work sessions” would be perfect for Standing Committees because the monthly meeting is probably the most opportune time for a great majority of the members to get together, we need to capitalize on this opportunity. We all have so many meetings to attend and often do not have time for “another meeting”.

·                     The concept of ensuring the monthly SNCA meetings are held at locations within all of the (3) county area, with the SNCA actually hosting some of the monthly meetings.

 

·                     Continue to work on the SNCA Strategic Plan; make it a “living document” that is kept up to date. Cindy Powers, Committee Chair is working on this issue and has some good recommendations.

 

·                     Discussion of the current SNCA Activation Procedures regarding emergency notification and receipt of request for SNCA assistance from any agency/entity.  Suggestions have been made that we revise the existing procedures for more flexibility and reasonableness.

Dennis Gifford discussed the upcoming SFFMA’s (State Fireman’s and Fire Marshal’s Assn.) 132nd Annual Conference to be held at Ford Park and the Elegante Hotel in Beaumont, June 5-11, 2008. This years Conference will include N.I.M.S., Fire, EMS Training Tracks/Workshops. The East Texas District will be the Hosting District. Conference registration fees can be paid for with Texas Forest Service Training Grants!!

Here is where we need your help!!  We would like to invite all our area departments in our 21 county District to show their support by lending a hand with some of the hosting and entertainment activities. It will be a great opportunity to prepare some of our famous East Texas favorite foods for our friends from all across the state. Also, House Bill 1915, which states “develop a complete list of fire department and firefighting resources within this state” is a mandate by the Texas Legislature to the Texas Forest Service during the last legislative session. Therefore, to help achieve the intent and mandate of House Bill 1915, the Texas Forest Service, in cooperation with the Fire Associations and Agencies of Texas, developed an online Fire Department Directory (FDD) application.  This is a web-based system to capture essential information.  The web-site is: http://tfsfrp.tamu.edu/fdd

Elgin Browning advised the membership of the upcoming 60th Annual IRECA Rescue Conference and Extrication Challenge that will be held in Beaumont from June16-21, 2008. The BLS, ALS and Extrication Challenge will occur at the Holiday Inn, Walden Rd. The Technical Rescue (Confined Space/Rope) Challenge will occur over several days at the BEST Complex, Beaumont. Drill and Exercise Committee: Bob Stegall

 

 Bob Stegall advised the US Coast Guard will host a (2) day “AMSTEP” Field Exercise, July 16-17, 2008. All Industry and First Responder Entities are welcome to participate. “DHS” Exercise Credit will be awarded for those respective entities that participate. The Field Exercise will be held at Ford Park. The State Emergency Operations Center (EOC), USCG will participate and the Department Of Homeland Security will send observers. This Field Exercise will be a “Multi-Staged Terrorist Attack” Scenario and is considered the most aggressive maritime exercise ever attempted.

 

 

 

 

AD HOC COMMITTEE REPORTS
 
Homeland Security Committee:  Steve Curran

 

Steve reiterated the 2008 Port Security Grant Funding Application Process. We need to work together as a port to identify and prioritize all of the projects for the remaining $11.4 million (Round 7 Supplemental + Round 8 Funding) for this year. If any Industry or Jurisdiction has a Grant Project, please get with Bob Stegall as Port Security Applications will be due in the near future.

Overhead Team Committee: Scott Kerwood

 

 

Scott advised that he is working on putting together an All Hazard Incident Management Team (AHIMT) for this area and a course of instruction for the team. Currently, he is looking at a June class in Houston as follows:

The June AHIMT class will be held June 15-21, 2008 at the Hilton Hobby Hotel, Houston.  Check in will be on Sunday from 4 pm to 6 pm.  Class will be held Monday June 16 beginning at 8 am.  Class will conclude on Saturday, June 21 at 3 pm.

 

Please advise Scott Kerwood or Larry Richard, no later than close of business Wednesday, May 7, 2008 if you are interested in attending the described class.

 

Scott Kerwood, Larry Richard and Wayne Roccaforte attended the Texas Intrastate Fire Mutual Aid System (TIFMAS) Drill in College Station. All entities need to be advised to list equipment in the Texas Regional Response Network (TRRN) to make it available for statewide mutual aid responses. This is now a DHS Mandate. Any Equipment that is listed in the TRRN is only a resource and does not necessarily dictate that you must respond or relinquish the item. If the resource is needed, the Agency will be contacted to see if it is available. Should you make available any personnel or equipment listed in TRRN, you will receive 100% reimbursement from the State of Texas.

Jeff Bolton advised the Board of Directors continues to work on the Strategic Plan revisions as submitted by Cindy Powers and the Board should have some recommendations to bring to the Membership in the near future.

 

 

SNCA Golf Tournament Committee: Bobby Layne/ Bryant Champagne

 

 On Monday, April 28th, the SNCA Golf Tournament was held at the Belle Oaks Country Club. We had an excellent turn-out and everyone had fun. We far exceeded last years fund raiser. (See Treasurer’s Report).

 

Special thanks goes out to Bryant Champagne, Stephanie Garsea, Bobby Layne, Cindy Powers, John Avery and all those who worked so hard to make this tournament a success.

Vice President, Steve Curran discussed the recent announcement of the new Beaumont Fire Department Chief, Ann Huff. The membership congratulates Chief Huff and wishes her well in her new position
